In 1971, Tian Changchun studied in Changchun Foreign language School.
In 1976, Tian took part in the work and served successively as the third secretary, second secretary, first secretary, deputy director and director of the Chinese Embassy in Bulgaria, the Soviet Union Division of the Ministry of Foreign Affairs and the Eurasian Department.
1997-2000 Counsellor, Eurasia Department, Ministry of Foreign Affairs of China;
From 2000 to 2001, Chinese Consul General in Gdansk;
Chinese Ambassador extraordinary and Plenipotentiary to Albania from 2001 to 2007;
Ambassador of the European Department of the Ministry of Foreign Affairs of China from 2007 to 2010;
From 2010 to 2014, Chinese ambassador extraordinary and plenipotentiary to the Republic of Armenia.
